Bind NATS subscribers to an explicitly created consumer (#6871)

* Bind NATS subscribers to an explicitly created consumer

nats.go creates the durable queue consumer from whichever subscriber
gets there first, and deletes it when that subscription drains. When
that subscriber closed, the others silently stopped receiving.

Create the push consumer on the subscribe path if it doesn't already
exist, and subscribe with nats.Bind, so closing a subscriber never
deletes it. In TestNatsChannel, replace the sleeps with explicit waits,
use a per-test store dir, and close the publisher.
