   fix(eea): handle queued releases in FlushAll (#6911)

* Add failing test for FlushAll with a queued release

A release evaluation event that arrives while the release is locked is
queued in flush_cache. If the server stops before that row is flushed,
the next startup calls FlushAll, which fails with 'entity type
"release" not yet supported' and the server exits.

This test reproduces that case and asserts FlushAll succeeds. It fails
on current main.

* Handle queued releases in EEA FlushAll

FlushAll could only rebuild repositories, artifacts and pull requests from flush_cache, so a queued release made it fail and stopped the server at startup. Rebuild every entity type through one generic path instead.

A row that still can't be rebuilt is now logged and deleted, so it can't block startup.

Fixes #6907
