fix(cli): a failing command's reason goes to stderr

The yargs fail handler printed it with console.log, and runCli's catch
used to print it a second time on stderr - so when the duplicate was
removed, stderr was left with nothing but the status line. Measured in
@panates/rman-preset's specs: the "has no test script" refusal came back
as "✖ test 5ms" on stderr. It goes to stderr now, with every other failure
line; three specs reading it off stdout capture both streams.
