fix(version): a kept range that refuses the new version is moved, not refused

Under version.dependentRanges: keep, a range that no longer accepted a
sibling's new version stopped the run - on panates/syncbridge a common
major refused four packages of its own group, each already planned for
2.0.0, for "^1.1.4". Such a range now moves to its shape's next window
(^1.1.4 -> ^2.0.0, ~ and pinned alike, >=1.1.0 <2 -> >=2.0.0 <3) and the
package is released as under rewrite; only a shape with no single window
to move (||, a hyphen range) is still refused. A publish.skip package's
moved range rides the root's sync commit.
