feat(run): a function step and a condition get the vars their slot sees

RunStepContext.vars is the top-level vars with run.vars and
run.<script>.vars over it (version.vars in a version hook), closest last -
what ${{ vars.x }} resolves to in the same place. A function step saw no
scoped vars at all while a shell step beside it did: @panates/rman-preset
moved copyFiles into run.build.vars, its after function read
pkg.config.vars, and README and LICENSE stopped reaching the build
directory.
