fix: skip existing links and roll back failed startup environment overrides

Currently, starting Unleash with `ENABLED_ENVIRONMENTS` crashes with
`NameExistsError` when a project links an environment the override turns
off and already links one it turns on. A failure partway also leaves the
earlier changes saved, so later restarts find nothing left to do. This
PR skips links that already exist and runs the whole override in one
transaction.

A new test fails a write partway through startup and checks that the
environments and project links are unchanged. Locally, restarting with
`ENABLED_ENVIRONMENTS=development` after turning `development` off now
starts and leaves `default` linked only to `development`.
