refactor(i18n): redesign the i18n controller and adopt I18nMixin (#2475)

- Move the locale date formats out of I18nController, so the chip,
  combo, carousel, chat, file-input and tree bundles drop the core date
  formatter (about 7 KB minified each).
- Split LocaleController from I18nController and signal `locale` and
  `resourceStrings` as property changes. Tree item labels, combo
  collation and a detached date-time input now follow a global locale
  change.
- Split the converters from the resource maps, and add a capped
  per-locale cache for date formats, week start and the combo collator.
- Move the date pickers, predefined ranges area and chat to I18nMixin;
  chat and the ranges area gain `locale`, and the pickers forward their
  calendar strings to the calendar.
- Resolve mixin type parameters in the manifest (`TGet` -> real types)
  and update public-api.json, CHANGELOG.md and the affected specs.
