fix(storage): omit an empty transform when signing a URL (#1979)

Fixes [SDK-2275](https://linear.app/supabase/issue/SDK-2275).

## Changes

- `createSignedUrl` only sends `transform` when the `TransformOptions`
has at least one parameter. Before, `transform: TransformOptions()`
posted `{"expiresIn":60,"transform":{}}`, because the null-aware map
entry only drops `null`. `getPublicUrl` and the download URL already
treat an empty transform as no transform.
- Adds tests for an empty and a non-empty transform in the sign request
body. The empty-transform test fails without the fix.

Same fix as supabase/supabase-swift#1568.
