Remove obsolete pre-Humble ROS 2 compatibility (#1644)

- Remove the Eloquent-era `rosidl_generator_c` library switch and make common ROS include/library paths unconditional.
- Use `rosidl_runtime_c` directly for native string initialization, removing the pre-Foxy alternative and adjusting header ordering.
- Remove the pre-Galactic lifecycle implementation while retaining the API differences between Lyrical+ and Humble/Jazzy/Kilted.
- Remove the lifecycle test's obsolete Galactic version probe, skip condition, and unused variables without changing its assertions.
- Document the removal of pre-Humble compatibility paths while preserving compiler-standard selection, platform configuration, and historical distro identifiers.
