Keep the assignment prefix verbatim when stripping %make_build flags

The %{?_smp_mflags} / V=1 / VERBOSE=1 stripping ran over the whole
line, so on calls led by variable assignments it edited the prefix
too: it truncated MAKEFLAGS="-k %{?_smp_mflags}" to "-k", dropped
a V=1 held inside CFLAGS, and ate the indentation together with a
leading V=1 assignment.

Match the converted line and strip only within the arguments after
%make_build; the leading assignments (group 1) are carried over
verbatim. The review examples are pinned in make-env-prefix.spec.
