Cover every branch of the ldconfig scriptlet pairing

Coveralls failed the pull request on a 0.1% drop. The header parser and
the lone-scriptlet scan get unit tests for the forms they reject and for
nested conditionals, and the fixture gains removed halves between blank
lines and before another scriptlet. The %changelog early exit goes: no
changelog line starts with a scriptlet header, so it only added a branch.
