Test that BuildIgnore entries survive the conversion passes

Extend the buildignore acceptance fixture with entries naming
convertible packages (libacl-devel, pkg-config) next to a convertible
BuildRequires, add one fixture per conversion pass (perl, tex, cmake)
combining a converted BuildRequires with an untouched BuildIgnore, and
cover the pkg-config name formatting with token unit tests.
