feat(mavlink): add standalone and embedded MAVLink inspector

Add a live inspector for received MAVLink messages, connection traffic,
decoded fields, and telemetry radio status.

- Open the inspector below "Zip vehicle for Forum help" in the parameter
  editor, or independently through the amc_mavlink_inspector command.
- Register console, argcomplete, and PowerShell completion entry points.
- Display sender system/component IDs, message names, cumulative counts,
  frequency, byte rates, and message age in sortable, striped rows.
- Extract message ordering and field formatting into a pure data model.
  Sort numeric measurements before rounding their displayed values.
- Preserve selection, sorting preferences, and updated decoded fields
  across live refreshes.
- Provide collapsible message contents and a resizable divider that gives
  freed space to the table while keeping the status footer visible.
- Share three-column radio status presentation, hiding radio metrics when
  RADIO or RADIO_STATUS reports are unavailable.
- Explain radio units, error counters, and the distinction between USB
  traffic and telemetry radio measurements.
- Add beginner-friendly tooltips, separated Help/Close buttons, a dedicated
  user manual, and reproducible screenshots.
- Coordinate connection ownership with active plugins, parameter uploads,
  and the file browser.
- Cancel polling, resize, and tooltip callbacks during cleanup; preserve
  AMC's connection when closing an embedded inspector.
- Test sorting precision, live updates, tooltip coverage, radio visibility,
  polling, startup failures, callback cleanup, and standalone operation.
