feat(plugins): add RC receiver monitor

Add a receiver test plugin with five RC channel bars, an RSSI bar,
receiver status, current failsafe status, and failsafe detection history.
Poll source-matched RC_CHANNELS and SYS_STATUS messages without changing
parameters or requesting telemetry streams.

Register the plugin for Copter, Plane, Heli, and Rover receiver setup
steps. Document its architecture and cover telemetry handling, UI
behavior, plugin registration, and lifecycle with focused tests.

Clarify the required Python file header format and require test modules
to include a Python shebang and Git executable mode 100755. Document
verification steps for Linux and Windows.
