feat(telemetry): add live connection monitoring to step 08

Add the data telemetry plugin for ArduCopter, ArduPlane, Heli, and Rover,
and register it during application startup.

Measure RX/TX throughput, parser errors, and per-message rates from the
existing MAVLink connection. Report RADIO and RADIO_STATUS readings with
stale-data handling and documented unavailable-value semantics.

Add backend, data model, and Tk view components; wire the plugin into the
step configuration and schema. Document the data flow, lifecycle, protocol
limits, and bench verification.

Cover MAVLink parsing, telemetry calculations, plugin registration, view
behavior, and vehicle configuration wiring with tests.
