test(incidents): cover the stream Events error deterministically (#410)

The CI 100% coverage gate intermittently (and on #405 repeatedly) fails with `pkg/server/endpoints/incidents.go:603.4,604.1 1 0`: the `store.Events` error return in `nextVisibleIncidentStreamItem` had no test that reaches it deterministically (it was reached only by chance through the timing of other stream tests). This adds one case to `TestClose100_Incidents_Deep`: a store whose `Events` fails for a streamed item answers 500. Test-only change; no gate or other test weakened. Locally the endpoints package is 100.0% and the block has a hit count of 1.
