  Engine fixes for the findings of the independent review of the SQLite <-> PostgreSQL copy:
  - C1 an empty blob is an empty blob, never NULL (SQLite reads add a flag per column; a SQLite
  target gets X'' as a literal); Verify and its digests read the same way.
  - C2 a FLOAT4 that a 4-byte real does not hold, a JSONB_TEXT that jsonb would write differently,
  a TIMESTAMPTZ with an offset other than +00 and a DECIMAL_TEXT that numeric would rewrite are
  carried in a type that holds every value, with a type-widened warning.
  - C3/M1 every PostgreSQL transaction pins DateStyle, IntervalStyle, extra_float_digits, the time
  zone and removes the statement timeout; only a failure of the statement's own (SQLSTATE class
  22, 23, 42) becomes a warning, a foreign key goes ... (continued)
