Fixed the release workflow failing after determining the version

* GitHub's pwsh wrapper exits with $LASTEXITCODE, which was 1 because
  `git rev-parse --verify` fails when the release tag does not exist yet
  (the normal case), so the "Determine Release Version" step now ends
  with an explicit `exit 0`.
