Fixed DKIM body filters to treat a bare CR as line content

* DkimSimpleBodyFilter no longer drops a bare CR at the start of a line;
  it now defers the CR until it knows whether an LF follows.
* DkimRelaxedBodyFilter now unwinds deferred empty lines and pending
  whitespace before writing a bare CR, keeps a bare CR at the end of the
  body, and keeps LastWasNewLine consistent with its output (found by
  the filters fuzz target with the input "\r\r").
* Added regression tests for both filters.
