Fixed the HTML fuzz oracle's handling of NUL before the body

* AngleSharp ignores a NUL character in the "before html", "before head",
  "in head" and "after head" insertion modes, whereas the WHATWG spec (and
  HtmlTokenizer) treat it as non-whitespace character data that closes
  the <head> and implies the <body>. HtmlOracle.Normalize now replaces NUL
  with U+FFFD so that both parsers agree.
* Added HtmlTokenizer test cases that pin the spec behaviour for a NUL
  before a <noscript> element.
