Fix npm publish dry runs and upload release tarballs (#1628)

- Make dry runs build and package only, skipping npm publish entirely so already-published versions can be validated without registry version conflicts.
- Upload the generated tarball as the rclnodejs-npm-tarball artifact immediately after packing, preserving download access even if publishing later fails.
- Fail the artifact upload when no tarball is found.
- Preserve actual publishing, provenance, and dist-tag behavior for tag-triggered releases and manual runs with dry_run disabled.
- Document artifact downloads and clarify that dry runs do not validate registry version availability, publishing credentials, or provenance.
