* Mac App Store job: don't lint fastlane's gems

ruby/setup-ruby installs the bundle into vendor/bundle inside the checkout,
so `eslint .` in dist:mas linted rdoc's JavaScript and failed the v0.0.19
store build. Ignore vendor/ in eslint and git.

* CI: dry-run the Mac App Store build on PRs that touch it

The store job only runs on a release tag, so its breakage showed up after
tagging v0.0.19. PRs that change its inputs (fastlane, Gemfile, build
scripts, entitlements, builder config, dependencies, workflows) now run the
same environment and secrets up to a signed .pkg, then check the package the
lane would pick up, the store release notes and the Fastfile. No upload.
Skipped for fork and Dependabot PRs, which don't get the signing secrets.

* CI: let electron-builder sign in the Mac App Store dry run

It skips code signing on pull-request builds unless CSC_FOR_PULL_REQUEST is
set, so the dry run produced no .pkg. The job only runs for same-repo PRs.

* CI: point the dry run's release notes at HEAD

GITHUB_REF_NAME is "<n>/merge" on a PR, and a step's env can't override
GITHUB_* variables, so set it on the command line.
