Run ex-runner from the Runners tab instead of the built-in runner (#121)

The built-in agent runner is gone. When a workspace turns on Runners in the app, the Runners tab can install ex-runner from its GitHub release (checksum-checked), connect it after a native confirmation, and start and stop it with the app. Off in the Mac App Store build.
