Close a <noscript> in the <head> like browsers when scripting is off

* HtmlOpenElementStack now tracks the before-head, in-head,
  in-head-noscript and after-head insertion modes (ignoring them within
  a <template>), so that when ScriptingEnabled is false, a <noscript>
  element in the <head> is implicitly closed by any start tag or
  non-whitespace text that does not belong in the <head>.
* HtmlTokenizer passes ScriptingEnabled to the stack and notifies it of
  non-whitespace character data before the body. Character references
  are evaluated there even when not decoding so that whitespace
  references are not treated as text.
* Previously, the tokenizer could lose track of SVG or MathML content
  and tokenize a subsequent <script> or <style> element differently
  than browsers do (found by fuzzing).
* Added TestNoScriptInHead* tests to HtmlTokenizerTests.
* Updated ReleaseNotes.md.
