Added a BlankHeaderContinuationLine MIME compliance violation

* Report folded header lines that contain only whitespace (rfc5322
  section 3.2.2, rfc7103 section 7.3). Agents that strip trailing
  whitespace treat such a line as the end of the header block.
* Detected in MimeReader.StepHeaderValue for both the sync and async
  paths, including lines that span input buffers or end the stream.
* Rated Major with Interoperability | Security categories.
* Inserted as value 11 after IncompleteHeader; the enum is unreleased,
  so later members were renumbered.
* MimeAnalyzer places the caret at the end of the blank line.
