fix(tkinter): preserve non-scrollable top plugin controls on short screens

Equal grid row weights allowed the AutoTune gain back-off plugin to
shrink below its requested height while the scrollable parameter table
retained spare space. On short screens, this clipped explanatory text
and feedback or hid the spinbox and Apply button entirely.

Configure top plugin rows according to their scrolling capability:
- Detect ScrollFrame descendants after loading or swapping a top plugin.
- Give non-scrollable plugins zero row weight so they retain their
  natural requested height, including when feedback text grows.
- Remove the table row minimum for non-scrollable plugins, allowing
  the scrollable table to absorb the height shortfall.
- Preserve shared row weights and the DPI-scaled table minimum for
  scrollable assistants.
- Reapply the sizing policy when switching top plugins in place.

Add six real-Tk regression cases covering Heli and ArduCopter results
at short window sizes, resizing, Apply behavior, feedback visibility,
navigation visibility, and switches between back-off and orientation
plugins. Update the lifecycle dummy frame to provide its parent.
