feat(fc-banner): show newest STATUSTEXT with local arrival times

Record each completed runtime STATUSTEXT message’s local PC arrival time,
and expose a display-ready history ordered newest first while preserving
the raw status buffer.

Keep the latest message at the top of the FC banner window while
preserving the reader’s position when browsing older messages.

Add regression coverage for real MAVLink packet parsing, local-time
formatting, banner-duplicate filtering, and live rendering through the
scheduled Tk refresh, including top anchoring and cleanup.
