feat(fc-banner): allow resizing diagnostic sections vertically

Replace the fixed stacked LabelFrames with a vertical PanedWindow,
providing draggable dividers between the FC banner, runtime status
messages, and detected-device table.

- Resize adjacent sections interactively as either divider moves.
- Scale divider widths and minimum section heights with display DPI.
- Keep section contents stretched to fill their allocated space.
- Keep the Close button outside the resizable panes.
- Always provide device scrolling, since shortening the pane can hide
  rows even when fewer than eight devices are present.

Add regression coverage for pane ordering, resize configuration, movement
of both dividers in either direction, and device-scrollbar availability.
Skip native geometry tests on headless macOS while retaining mocked
layout coverage.
