* feat: Store padding as seeds when compressing

Port Dolphin's seed recovery for the lagged Fibonacci generator that
creates disc padding, and its RVZ packing, so runs of padding in each
chunk are stored as 68-byte seeds rather than the data itself.

As Dolphin does, padding is looked for at the start of each sector and,
using the GameCube file system table, after each file that ends part way
through a sector. Runs of zeroes are also stored as padding when there
is no compression.

Replace the sectorSize constants declared in the packed, padding and
