Keep one per-machine file list, in airflowrt, for scaffold and imagebuild (#2303)

* Hold the shipped-image ignores to scaffold's rules from scaffold's tests

#2302 exported scaffold.DockerignoreRules for one root-module test, so
nothing outside a test called it. Astro Desktop's deadcode check over the
pkg/* sub-modules would fail on it at its next CLI bump. The test moves into
pkg/scaffold, reading dockerignoreRules directly, with pkg/imagebuild as a
test-only dependency (as pkg/uv already is), and the export goes.

Review of the previous commit: a go.mod require is not test-scoped, so the
test-only imagebuild dependency broke `go list -m all` in pkg/scaffold (no
replace for container and proxy, which localrt pulls in) and would have
handed Astro Desktop new requires and a higher x/sys floor at its next bump,
for one test. The list was also still in two places.

airflowrt, which both modules already import and which owns StandaloneDir
and the Airflow 2 pickle-fix plugin, now holds the per-machine rules
(LocalFileRules, PickleFixRule). scaffold's .gitignore/.dockerignore rules
and imagebuild.ShippedImageIgnores both build from it, so the sync test, its
dependency and the architecture note go.
