* Offer the workspace's unlinked Deployments at the deploy prompt, and link the one picked

The deploy prompt listed only the project's links. It now lists the links
first, the preselected one on top, then the workspace's Deployments no link
points at yet, each under the name its link would get. Picking one writes
the link before the deploy ships, as the workspace-level flow for a project
that links nothing now does too. Link names come from scaffold.LinkNameFor,
moved from cmd/local so astro link add and astro deploy name a Deployment alike.

* Address review: link after a successful deploy, keep row numbers stable

- The link to a Deployment picked from the workspace is saved once the
  deploy succeeds, so a failed or interrupted deploy leaves none behind.
- Only the committed default = true link moves to the top. ASTRO_DEPLOYMENT
  and the astro use pin highlight their row without reordering, so a number
  means the same Deployment in every shell.
- A Deployment whose name slugs to digits alone is listed by id, so it
  cannot shadow a row number.
- Listing the workspace gives up after 15 seconds and the prompt offers the
  links alone.
- A project that links nothing reads [tool.astro] workspace before the
  login's, as the prompt with links does (one listWorkspace helper).
- Unlinked rows sort by the name they show; Target.LinkName's doc is current.
