refactor(ListBox, MultiSelect): read the select-all state from a shared util (#1627)

The select-all button, the selectable section labels and the
MultiSelect select-all each worked out whether everything, some or
nothing is selected, against the selection limit where one applies, and
mapped that to `aria-pressed`. `util/selection-state` now holds both
steps (`getSelectionState`, `getAriaPressed`) with JSDoc and a spec,
and ships as `@coreui/coreui-pro/utils/selection-state`; the React and
Vue packages use it for the same count. The module is not called
`selection`, because the per-file UMD build would register it as the
global `Selection` and overwrite the DOM interface.

The rendered state does not change. The MultiSelect spec that tested
the private `_getCheckboxState` moved to the util spec. `coreui.min.js`
shrinks by 346 B, 59 B gzip.
