refactor(scss)!: thirteen-step spacing scale, smoother top radii (#1615)

$spacers grows from ten steps to thirteen, .25, .375, .5, .75, 1, 1.25, 1.5,
1.75, 2, 2.25, 2.5 and 3rem from step 1, matching Bootstrap 6's numbering.
Every old value is still a step under a new number (2 to 3, 3 to 4, 4 to 5,
5 to 6, 6 to 7, 7 to 9, 8 to 11, 9 to 12), and the component tokens and the
docs are renumbered to it, so nothing changes size: with the numbers mapped
back, every compiled bundle differs from the base only in the new steps and
the two radius stops. The negative steps keep their keys.

$radii steps 8 and 9 become 1.75 and 2 times the base. The card moves to
radius-9 (1rem kept) and the nav pills compute their 1.5rem as
calc(var(--cui-radius) * 3).

The three new steps add 378 rules. Measured gzip growth: coreui.css +2.09 kB,
coreui.min.css +1.94, coreui-utilities.css +1.82 and its min +1.75,
coreui-grid.css +2.0 and its min +1.7. The six ceilings rise by that growth
rounded up to .25 kB, keeping the scale whole for the alpha; size work
follows after it.
