chore: remove deprecated methods defined on foreign types

Newer compilers reject methods defined outside the package that owns the
type (error 4059). Drop the deprecated ones rather than moving them:

- @double: Double::{nan, inf, min_normal}
- @int: Int::{to_be_bytes, to_le_bytes}
- @int64: Int64::{to_be_bytes, to_le_bytes, to_int16}
- @result: Result::{is_ok, is_err, fold}
- @uint: UInt::{to_be_bytes, to_le_bytes}
- @uint16: UInt16::reinterpret_as_int16
- @v128: `extend V128 with @debug.Debug::{to_repr}`

v128 relied on `debug` to transitively bring `float`/`int16` methods into
scope; import those directly and keep `debug` as a test-only dependency.
