chore(builtin): remove deprecated Float/Int16 conversions and Hasher::combine_float

Remove the deprecated builtin APIs that mention `Float` or `Int16`:

- `Hasher::combine_float` and its private helper `Float::reinterpret_as_uint`
- `Int::to_float`, `Int::reinterpret_as_float`, `UInt::reinterpret_as_float`,
  `UInt::to_float`, `Byte::to_float`, `Double::to_float`,
  `Int64::to_float`, `UInt64::to_float`
- `Int::to_int16`, `Byte::to_int16`

All of them already point to replacements in `@float` / `@int16`
(`Float::from_*`, `Float::reinterpret_from_*`, `Int16::from_*`).
