Merge compact_entry_is_hole and anystr_entry_is_hole (#1772)

## What do these changes do?

`compact_entry_is_hole()` and `anystr_entry_is_hole()` both test the key
field that every kind stores at the same offset. They are replaced by a
single `entry_is_hole(const entry_t*)`; anystr callers cast to the base
entry. The two matching rules in `tools/check_inlining.py` became one.

## Are there changes in behavior for the user?

No.

## Is it a substantial burden for the maintainers to support this?

No, it removes a duplicate helper.
