Fuzz build: put the runtime libraries next to the fuzzers (#1997)

OSS-Fuzz builds the fuzzers in one image and runs them in another that
only has $OUT. Its check_build failed for all four targets:

    fuzz_totp: error while loading shared libraries: libQt6Core.so.6

tests/fuzz/build.sh now links with an $ORIGIN/lib rpath (the Qt lib
directory stays as a fallback for local runs) and copies QtCore and the
libraries it pulls in that a base system lacks (Qt's ICU, glib, pcre,
zstd) into OUTDIR/lib. The libraries are collected from the fuzzers just
built, not a glob over OUTDIR, which may hold other files.

Tested with google/oss-fuzz's infra/helper.py against this checkout:
build_fuzzers and check_build pass, and run_fuzzer runs fuzz_totp in the
runner image (610k executions in 20 s). The local build and the Fuzz
workflow work as before.
