* Contributing rules match practice; OpenSSF badges; fuzz with Q_ASSERT on

CONTRIBUTING's Pull Request Process now asks for the DCO sign-off the
pull request template already mentioned (git commit -s -S), and for tests
with new features and bug fixes plus clang-format. The merge rule says
what happens: committers merge their own pull requests after CI and the
automated review, and a committer reviews and merges outside ones, as
the code signing policy at qtpass.org/code-signing states.

SECURITY.md listed Qt 5 as a dependency; 2.x needs Qt 6.8, only 1.8.x
builds with Qt 5.15.

README: the OpenSSF Best Practices badge (passing, project 15371) and the
OpenSSF Scorecard badge.

The fuzz targets build in debug, so Q_ASSERT checks run while fuzzing;
30 s per target locally, clean.

* CONTRIBUTING: bugfixes; a clang-format command that edits; Weblate commits

textlint's terminology rule wants "bugfixes". clang-format without -i and file names only prints. Weblate's translation commits carry no sign-off; a committer reviews them before merging.
