fix(float): round Int64/UInt64 to Float once on the js backend (#4361)

On js, Float::from_int64 and Float::from_uint64 converted to Double
and then to Float, which rounds twice: 2^53 + 2^29 + 1 became a
binary32 tie after the first rounding and then rounded down. Round to
odd when the value needs more than 53 bits, so that the conversion to
Float is the only rounding to nearest, as on the other backends.
