Make the quota API 64-bit

FolderQuota's MessageLimit, StorageLimit, CurrentMessageCount and
CurrentStorageSize properties are now long? instead of uint?, and the
messageLimit and storageLimit arguments of IMailFolder.SetQuota () and
SetQuotaAsync () are now long? as well. Negative limits now throw
ArgumentOutOfRangeException.

Quota values were previously parsed as 64-bit numbers but then masked
to their lower 32 bits, silently corrupting large values such as the
ones reported by Gmail (issue #1602). Values are now preserved, with
anything larger than long.MaxValue clamped to long.MaxValue.

Also fixed the quota example to report storage in kilobytes.
