Add rfc9208 QUOTA support

FolderQuota now exposes the MAILBOX and ANNOTATION-STORAGE quota
resources via new MailboxLimit, CurrentMailboxCount,
AnnotationStorageLimit and CurrentAnnotationStorageSize properties.
All resources reported by the server (including unrecognized ones)
are also available via the new FolderQuota.Resources dictionary of
FolderQuotaResource values.

Added StatusItems.DeletedStorage, which updates the new
IMailFolder.DeletedStorageSize property (and emits the new
DeletedStorageSizeChanged event) when the server advertises
QUOTA=RES-STORAGE. StatusItems.Deleted is now also requested when
the server advertises QUOTA=RES-MESSAGE.

SetQuota () now throws NotSupportedException if the server
advertises QUOTA=RES-* capabilities but not QUOTASET.

Also fixed SetQuota (null, null) to send a well-formed empty
resource list and fixed parsing of QUOTA responses with an empty
resource list.
