Detect more IMAP extensions and reorder ImapCapability by RFC

Added ImapCapability values for URLAUTH, URLAUTH=BINARY, URL-PARTIAL,
IMAPSIEVE, QUOTASET, QUOTA=RES-*, INPROGRESS, UIDONLY, LIST-METADATA,
JMAPACCESS, MESSAGELIMIT, SAVELIMIT and UIDBATCHES, and made the
ImapEngine detect them.

The ImapCapability enum is now grouped by the RFC that first defined
each extension and sorted by RFC number, with non-standard extensions
last.

ProcessCapabilityToken now uses a case-insensitive dictionary lookup
for exact capability atoms and splits KEY=VALUE atoms once at '=',
comparing keys and values in place instead of using Substring ().

Added the corresponding RFCs to the rfc/ directory and RFCs.md.
