## What this PR does / why we need it:

The Constraints workflow's Markdown Link Check job fails on every pull
request. The latest failing run
([#854](https://github.com/KusionStack/karpor/pull/854), run
`38016498569`) reports five broken links:

- Coveralls and CNCF Slack URLs are live for browsers but return 403 to
the link checker, so they are ignored the same way FOSSA badge URLs were
ignored in #648.
- The Google Shell Style Guide and Travis Jeffery blog URLs are actually
dead (404) and are replaced with the current pages.

Ignored (403, bot-blocked):

- `https://cloud-native.slack.com/archives/C07T4LBDB7G`

Replaced (404):

`https://travisjeffery.com/ill-take-pkg-over-internal/`

No links were removed.
