debug(gha): Debug self-install; add statically linked binaries (#200)

### Added

- Piped stdin runs instead of installing: the stubs save piped bytes and bridge them to `install.oxfile`, which reinvokes the fetched interpreter on that script and places nothing. The run-vs-install decision lives in the oxfile; the stubs only capture and bridge.

### Changed

- Linux release archives are musl-static (asset names are now `*-unknown-linux-musl.tar.gz`): they run in scratch containers with no libc. Windows binaries link the CRT statically, so downloaders need no VCRedist.
- The installer derives the default destination from `HOME`/`USERPROFILE` again: neither was bridged into the script environment, so stock installs failed creating `/.local/bin` instead of defaulting to `~/.local/bin`.

### Fixed

- A host with no home variable and no `INSTALL_DIR` fails loudly at the gate naming `INSTALL_DIR` with the exact syntax for its shell, instead of failing obscurely inside directory creation.
- Release-tag resolution no longer pipes curl through `grep -m1`: the early pipe close made curl fail under `pipefail` (exit 23), flaking the smoke matrix and the unpinned installer path. Every stage now consumes the body to EOF.
