README: add openipmblink, the requirements and the new documentation

The README did not list the openipmblink interface and the packages the
IPMB interfaces need, had no IPMB example, and installed from the source
with the deprecated 'python setup.py install'.

Add openipmblink and answering incoming IPMB requests to the features,
the required Python version and the packages of the IPMB interfaces to
the requirements, an example with the openipmblink interface, and links
to the pages of the documentation. Install from the source with
'pip install .'.
