add CLAUDE.md with guidance for Claude Code

Describe what is not obvious from the code: the checks of the CI that
are easy to miss (mypy annotations, docstrings, the generated man page,
the DCO), the commit style, how the commands, messages and interfaces
fit together, the conventions of ipmitool.py and the test helpers.
