typing: precise checker base for delegate_to_widget_mixin() users (#1411)

Type checkers saw an Any base for WidgetWrap, WidgetPlaceholder, AttrMap,
PopUpLauncher, LineBox and all their subclasses, which hid real errors and
made them assignable to any type. Checkers now see a declared base; the
runtime factory and the generated classes are unchanged.

- Two checker-only classes in widget.py declare the forwarded API; each user
  binds them under TYPE_CHECKING and the factory result at runtime.
- Drop the misc and safe-super ignores and the casts that only existed for
  the Any base; narrowed size overrides get the usual override ignore.
- Button and CheckBox mouse_event name their coordinates col/row, as Widget
  does, so they match the flow widget protocol in Pyrefly.
- PopUpLauncher accepts any widget; TreeWidget icons are typed as Widget.
- Fix the example type errors the Any base hid.
- Runtime tests pin the delegation behaviour; tests/type_checks pins the
  checker view, including the accepted breaks: render() returns Canvas,
  narrowed size overrides report, and no assignment to unrelated types.
