typing: support pyrefly (#1410)

Add the Pyrefly type checker next to mypy, and fix what it and the stubs found:

- web: send the "polling child" update as UTF-8 bytes; socket.sendall() rejected str.
- split_repr: fall back to the replaced __repr__ instead of recursing in subclasses.
- GridFlow: define selectable() and base_widget, so type checkers can instantiate it.
- lcd: watch the serial port fileno() instead of an fd that may be None.
- Annotate and narrow the code Pyrefly reports; suppress the rest inline with reasons.
- Install types-pyserial for mypy and pyrefly; drop the dead serial and trio ignores.
- Bump the pyproject-fmt hook: v2.26.0 regroups [[tool.pyrefly.sub-config]] tables.
- Give each pyproject list entry its own comment, as the formatter sorts the lists.
- Comment why the test suite is not checked, where each checker leaves it out.
