e-stepper: snapshots carry the program's pending work as control and stash (#522)

Frames and their data were greyed (dead) too early in the host's diagram: a
host counts as live what is reachable from the current frame, the global
frame, the stash and the control's ENVIRONMENT instructions, but the
e-stepper's snapshots had an empty control and stash. They now carry what
the program still holds, as the CSE machine's would: an ENVIRONMENT
instruction for each function body under evaluation (a caller waiting on a
callee), and the values in the program (e.g. a function just returned, not
yet called). The host does not draw them (environments only) but counts
them as roots.
