e-stepper: Python §4 — apply_in_underlying_python, §4 corpus, an MCE (#521)

apply_in_underlying_python returned None: the CSE machine's builtin applies
the function by pushing onto the machine's own stash and control (and
returns nothing). In the e-stepper the call is now a step of its own: it
becomes f(x1, ...) on the linked list's elements, which then steps like any
call. The differential tests gain §4's own corpus — parse, tokenize,
apply_in_underlying_python, and a compact metacircular evaluator
(fixtures/mce.py) running small programs — and a step test covers the new
step.
